Preheat the toaster oven on Broil. Place them on a tray and put them in the oven not "on" as you say and broil away. Remove when they are done to your liking, rare, medium or well.
You would have to make sure that it is in something that can catch the drippings from the burger. Check your stove and see if it had a broil setting on it. Put it in a pan that way the liquid doesnt drip in the stove and maybe catch fire. Thats what I would do.
It says very clearly do not use this oven for broiling hamburgers – it could start a grease fire in your toaster oven.
Also the meat does not cook hot and fast enough – so you could get food poisoning. Be careful,
The broiler heats from above, so put your hamburgers on a perforated metal tray or wire grid above a drip pan (your toaster oven probably came with them). You will have to flip the burgers so they will brown on both sides and cook evenly.
